The bill would require the Comptroller of Public Accounts to contract with a vendor to provide shipping coordination services to all state agencies. The vendor would be required to arrange the shipment of goods, parcels, and freight using a service that provides the lowest cost for all state agencies. The vendor would be required to maintain a record of each shipment made. The bill would take effect immediately if a two-thirds majority vote in both houses of the Legislature is received. Otherwise, the bill would take effect on September 1, 2013.The LBB estimates no significant fiscal impact from the provisions of the bill. Local Government Impact No fiscal implication to units of local government is anticipated.
