Lewis, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1846 by Carter (Relating to suspension or denial of issuance or renewal of a license for failure to pay child support.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Family Code to limit the courts and the Office of the Attorney General (OAG) in the issuance of a stay for a license suspension related to nonpayment of child support. The bill would also provide that a licensing authority may not accept an application for issuance or renewal of a license from a child support obligor who has arrears unless the obligor has made an immediate payment of not less than $200 and is in compliance with the remainder of payments. The OAG indicates that it would need to update agency policies, procedures, and training materials; however, it is anticipated that any costs associated with the bill could be absorbed within existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
