The bill would amend the Penal Code to include an Internet website page that is accessible only through the use of a private password, to which the public does not have access, as a "private place" for the purposes of gambling. The penalty for gambling in a private place is a Class C misdemeanor. A Class C misdemeanor is punishable by a fine of not more than $500. Local Government Impact Costs associated with enforcement and prosecution could likely be absorbed within existing resources. Revenue from fines imposed and collected is not anticipated to have a significant fiscal impact.
