The bill would establish a recovery school district (RSD) that would operate campuses placed under its jurisdiction at the discretion of the commissioner of education based on receipt of an unacceptable performance rating in the state accountability system under certain circumstances. The RSD would be entitled to funding from the state in the amount of the state share of any entitlement generated under the Foundation School Program by the home school district associated with students in average daily attendance (ADA) on the campus and, from the home school district, a per student allocation of local revenue from maintenance and operations (M&O) property taxes.
