                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 7, 2013      TO: Honorable Jimmie Don Aycock, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1957 by Dutton (Relating to the establishment of the recovery school district.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would establish a recovery school district (RSD) that would operate campuses placed under its jurisdiction at the discretion of the commissioner of education based on receipt of an unacceptable performance rating in the state accountability system under certain circumstances. The RSD would be entitled to funding from the state in the amount of the state share of any entitlement generated under the Foundation School Program by the home school district associated with students in average daily attendance (ADA) on the campus and, from the home school district, a per student allocation of local revenue from maintenance and operations (M&O) property taxes. The costs of implementing the provisions of the bill are not estimated to be significant. Local Government Impact School districts and open-enrollment charter schools with campuses in the RSD would be required to collaborate with the RSD and would experience a loss of revenue associated with students served on campuses removed to the RSD.
