The bill would include software developers and third party entities involved in providing 9-1-1 service with those entities given protection from liability under Section 771.053, Health and Safety Code. The bill would also make information furnished by a provider of communications service to a regional planning commission, emergency communications district, or public safety answering point in providing 9-1-1 service confidential. The bill would also change statute in various places regarding offenses involving a telephone to refer to an electronic communications device of any kind, rather than only a telephone. The bill would not expand or change authority or jurisdiction over commercial mobile service or wireless service or expand authority to assess 911 fees.
