Interested parties assert that it is sometimes necessary for a chairman conducting a primary election to enter a polling location for administrative purposes. H.B. 1996 seeks to allow a county chair to enter a polling location during a voting period to conduct necessary administrative tasks associated with the election process. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 1996 amends the Election Code to authorize the county chair of a political party conducting a primary election to be in a polling place during the voting period as necessary to perform administrative functions related to the conduct of the election.
