 A BILL TO BE ENTITLED
 AN ACT
 relating to the authority of the board of hospital managers of the
 Tarrant County Hospital District to adopt and implement a
 tobacco-related preventable disease policy.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 281, Health and Safety
 Code, is amended by adding Section 281.0287 to read as follows:
 Sec. 281.0287.  TARRANT COUNTY HOSPITAL DISTRICT;
 TOBACCO-RELATED PREVENTABLE DISEASE POLICY. (a) The board of
 hospital managers of the Tarrant County Hospital District shall
 adopt and implement a tobacco-related preventable disease policy to
 protect and promote the general health, well-being, and safety of
 the district's employees.
 (b)  A policy adopted under Subsection (a) must:
 (1)  require the district to offer voluntary tobacco
 cessation programs for all district employees; and
 (2)  designate each hospital, clinic, building, or
 other facility owned or operated by the district as a smoke-free
 environment.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
