The bill would amend the Transportation Code to authorize the Texas Transportation Commission by rule to establish a program to allow for the temporary lowering of a prima facie speed limit to address inclement weather, congestion, construction or any other condition that impacts the safe movement of traffic. The bill would require that a speed limit established under the program be based on a traffic and engineering investigation. Based on the information provided by the Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agencys existing resources.
