The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to establish and monitor a pilot program under which DPS may designate certain commercial driver education schools to administer driving tests. The bill would authorize DPS to charge a commercial driver education school an application fee and a particpation fee in amounts sufficient to cover the costs of the pilot program.  The bill would require DPS to adopt rules necessary to implement the pilot program.  It is anticipated that the costs could be absorbed within current agency resources. In addition, the costs could be wholly or partially offset by the fees permitted under the bill's provisions. The bill would stipulate the pilot program would expire September 1, 2017.  The bill would authorize the Public Safety Commission to implement the pilot program on a permanent basis after September 1, 2017.  The bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
