Interested parties assert that state contracting professionals are spending far too much time on minor procurements and should instead use this time to focus more on quality control for large procurements. H.B. 2336 revises competitive bidding requirements to allow for more in-depth review of larger procurements. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
