                    BILL ANALYSIS             H.B. 234     By: Guillen     Public Education     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Current law allows a school district to apply to the commissioner of education to provide a flexible school day program for students who have dropped out of school or are at risk of doing so, students who attend a campus that is implementing an innovative redesign of the campus, or students who will be denied credit for one or more classes as a result of certain attendance requirements. H.B. 234 seeks to expand school district options with regard to the use of flexible school day programs.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 234 amends the Education Code to authorize a school district, beginning with the 2013-2014 school year, to apply to the commissioner of education to provide a flexible school day program for a campus or campuses that would benefit from the program as well as for students who meet certain specified criteria.        EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
