                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 14, 2013      TO: Honorable Larry Phillips, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2346 by Zedler (Relating to the use, sale, purchase, or possession of a license plate flipper device; creating an offense.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 504 of the Transportation Code to define "license plate flipper device" and would prohibit the installation of the device on a motor vehicle. A person commits a Class B misdemeanor offense if the person uses, sells, offers for sale, purchases, or possesses for use or sale, a license plate flipper device. A Class B misdemeanor is punishable by a fine of not more than $2,000, confinement in jail for a term not to exceed 180 days, or both.  According to the Department of Public Safety, no fiscal impact to the department is anticipated. No significant impact to correctional populations is expected from this bill. Local Government Impact Costs associated with enforcement, prosecution and confinement could likely be absorbed within existing resources.
