The bill would amend portions of the Parks and Wildlife Code relating to the dates a breeder deer may be transported for release. Under bill provisions, an individual may sell, transfer, ship, or transport a breeder deer only during certain periods, as described. An individual may transport a breeder deer for release during other periods only if the deers the antlers have been removed in procedures prescribed by rule of the Texas Parks and Wildlife Commission. The department does not anticipate the bills provisions resulting in any additional costs or changes in revenue. The bill would take immediate effect if the bill receives two-thirds the vote in both houses. Otherwise, the bill would take effect September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
