The bill would amend the Government Code to require the Secretary of State to assign each notary public, who applies for a commission or a reappointment on or after the effective date of the bill, an identifying number and keep a record of each number assigned. The bill would require that a notary public's seal of office display the assigned indentifying number. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. This bill would take effect immediately if it receives a vote of two-thirds of each house; otherwise, it will take effect on September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
