                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 9, 2013      TO: Honorable Joseph Pickett, Chair, House Committee on Homeland Security & Public Safety      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2535 by Schaefer (Relating to the exemption from certain security licensure of certain persons who provide security services on a volunteer basis at a private primary or secondary school or church or religious organization.), As Introduced    No significant fiscal implication to the State is anticipated.   The bill would amend the Occupations Code to allow an individual providing volunteer security services to carry a weapon on the premises of a private primary or secondary school where the person was employed, or a concealed handgun on the premises of a place of religious worship where the person regularly attended.  The bill would require written authorization to be provided from the place of religious worship to carry a concealed handgun on the premises. The bill would also amend the Penal Code to provide an exception to the offense of carrying a handgun at an established place of worship if the person had written authorization from the place of religious worship.   It is assumed the costs associated with implementing the provisions of the bill could be absorbed within current appropriations.  This bill would take effect immediately upon a two-thirds vote of all members of both chambers; otherwise, the bill would take effect on September 1, 2013.  Local Government Impact The bill has no fiscal impact on local school districts, as the provisions of the bill apply only to private primary and secondary schools and do not apply to public schools.
