The bill would amend Chapter 380 of the Local Government Code to authorize certain municipalities to establish an economic development program to promote the construction of “small-scale electric generating facility,” and would provide procedures regarding the administration of a program. Local Government Impact There would be some costs to an applicable municipality that chose to establish an economic development program to make loans and grant public money; however, the amounts would vary depending on the type of program and the administrative and operational costs. It is assumed that an applicable municipality would establish a program only if sufficient resources are available or it would not result in a negative fiscal impact. The Texas Municipal League reported no significant fiscal impact to cities is anticipated.
