                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION   Revision 1         May 1, 2013      TO: Honorable Jim Keffer, Chair, House Committee on Energy Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2767 by King, Phil (Relating to treating and recycling for beneficial use certain liquid or semiliquid waste arising out of or incidental to drilling for or producing oil or gas.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would add a new Chapter 122, Recycling Certain Oil and Gas Waste for Beneficial Use, to the Natural Resources Code. The new chapter would define the state's policy in regards to oil and gas waste. The Railroad Commission would be required to establish a procedure for a person with an on-lease operation to receive an expedited off-lease permit to treat liquid or semi-liquid oil and gas waste.  The bill would have an effective date of September 1, 2013. The Railroad Commission does not expect any significant fiscal implications as a result of the bill's passage.
