The bill would create a new task force to reduce habitual incidents of driving while intoxicated. The bill would require the task force to study the best practice responses to habitual driving while intoxicated offenses and require the task force to compile a detailed report of its findings with recommendations and submit the report to the Governor, Lieutenant Governor, and the Speaker of the House of Representatives no later than December 1, 2014. The bill would require the task force to be composed of twelve members that meet requirements established in the bill. These would include six members appointed by the Governor, three members by the Lieutenant Governor, and three members by the Speaker of the House of Representatives. The bill would require the Texas Legislative Council (TLC) and the Legislative Budget Board (LBB) to assist the task force in performing its duties. The bill would expire and abolish the task force on January 1, 2015. Although the bill does not specify how the TLC and LBB are to provide assistance, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished within existing resources which may include performing duties for this purpose in lieu of other interim work. It is also assumed that duties and responsibilities for the Governor could be accomplished within existing resources.
