The bill would amend the Agriculture Code to require the Texas Department of Agriculture (TDA) to establish a citrus nursery stock certification program for citrus nurseries contained in a citrus zone defined by the bill. Additionally, the bill would allow TDA to assess a fee to administer the program, and the bill would provide for various civil, criminal, and administrative penalties. According to TDA, the costs to implement provisions of the bill would be relatively insignificant and all costs incurred would be recovered by fees. No significant fiscal impact to the state is anticipated.This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either with or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature. Local Government Impact No significant fiscal implication to units of local government is anticipated.
