H.B. 3029 seeks to provide new options and enhancements to the Texas financial responsibility verification program by providing for the Texas Department of Insurance to evaluate and implement systems and technologies for the program. H.B. 3029 amends current law relating to new systems and technologies for the financial responsibility verification program. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter N, Chapter 601, Transportation Code, by adding Section 601.455, as follows: Sec. 601.455. PROGRAM ENHANCEMENT. (a) Requires the Texas Department of Insurance (TDI) to evaluate systems and technologies to enhance the performance of the financial responsibility verification program established under this subchapter (Financial Responsibility Verification Program) in order to reduce the number of uninsured motorists in this state and authorizes TDI to implement those systems or technologies, subject to Subsection (b). (b) Authorizes TDI, under a competitive bidding procedure, to select and contract with an agent, in addition to any agent selected under Section 601.453 (Agent), to develop, implement, operate, maintain, or upgrade any system or technology that is a component of the financial responsibility verification program or any additional system or technology to be implemented under Subsection (a). SECTION 2. Effective date: September 1, 2013.
