The apartments fall under certain defense economic readjustment zone program regulations that require some of those personnel to serve on the administrative authority for the readjustment zone. However, such parties contend that none of the personnel inhabiting the apartments is interested in being a representative on the authority and that this requirement serves no current purpose and is currently impeding a project at the complex. H.B. 3067 seeks to change the composition of an administrative authority for a defense economic readjustment zone. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3067 amends the Government Code to remove a provision requiring an administrative authority of a defense economic readjustment zone, if the readjustment zone includes private residences, to include an elected official representing readjustment zone residents and businesses or to include at least two readjustment zone residents. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
