                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 1, 2013      TO: Honorable Geanie Morrison, Chair, House Committee on Elections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3081 by Wu (Relating to the requirements for a person who has recently moved to vote in the precinct of the person's former or current residence.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend various sections of the Election Code relating to eligibility requirements for voting a limited ballot by personal appearance on election day by persons who recently changed residence to another county. The bill would require the Secretary of State (SOS) to adopt rules to ensure that a voter's pending registration is not canceled due to a vote cast by the voter under certain sections of the bill. SOS indicated that any costs associated with the bill could be absorbed within the agency's existing resources.
