The bill would amend the Alcoholic Beverage Code, Government Code, Parks and Wildlife Code, and Penal Code as they relate to requiring an applicant to demonstrate handgun proficiency prior to the issuance of a concealed handgun license. The bill would remove the distinction of a specific category of concealed handgun license. Under the provisions of the bill, requirements that an applicant for a concealed handgun license demonstrate handgun proficiency prior to the issuance of a concealed handgun license are removed. It is assumed that the costs associated with implementing the provisions of the bill could be absorbed within existing resources. The bill would take effect immediately if it receives a two-thirds vote in each house. Otherwise, the bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
