The bill would establish the Red River Boundary Commission (RRBC), providing for the powers, duties, membership, and compensation of the RRBC. The bill provides that the General Land Office (GLO), the Office of the Attorney General (OAG), and the Texas Commission on Environmental Quality (TCEQ) would provide staff support to the newly created commission. The RRBC would be established to oversee the redrawing of the boundary between Texas and Oklahoma in the Texoma area. The bill would takes effect immediately if it receives a two-thirds vote in both houses. Otherwise, it would take effect on September 1, 2013, and the subchapter creating the RRBC would expire on December 31, 2015. The GLO, OAG, and TCEQ could incur costs related to providing staff to the newly created RRBC, including travel. This analysis assumes that such costs would not be significant and could be reasonably absorbed using each existing agency resources.
