A BILL TO BE ENTITLED
AN ACT
relating to the sale of soil products by a political subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter N, Chapter 361, Health and Safety
Code, is amended by adding Section 361.4281 to read as follows:
Sec. 361.4281. SALE OF COMPOST, MULCH, AND SOIL PRODUCTS
OUTSIDE BOUNDARIES OF POLITICAL SUBDIVISION. A municipality,
county, or other political subdivision may not sell for use outside
the boundaries of the political subdivision compost, mulch, or
other soil products.
SECTION 2. This Act takes effect September 1, 2013.
