Lewis, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3313 by Kuempel (Relating to changing the amount of the application fee for a certificate of registration as a private professional guardian.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Probate and Estates Codes to specify that the application fee for a certificate of registration as a private professional guardian is $40, rather than an amount set by the county clerk. The bill would repeal Section 697(b) of the Probate Code, relating to application fees for the certificate of registration as a private professional guardian. The Office of Court Administration does not anticipate any significant fiscal impact to the court system resulting from the bill. The change in law would apply to fees that become payable after the bill's effective date. The portion of the bill amending the Probate Code takes effect immediately if receiving a vote of two-thirds of each house, otherwise that portion of the bill would take effect September 1, 2013. The portion of the bill amending the Estates Code would take effect January 1, 2014.  Local Government Impact The Office of Court Administration reports that some counties may see an increase in revenue resulting from the bill.
