The bill would amend the Health and Safety Code relating to a list of mental health, substance abuse, and suicide prevention programs that may be selected for implementation by public schools. Under the provisions of the bill, the Department of State Health Services, in coordination with the Texas Education Agency and the regional education service centers, shall provide and annually update a list of recommend best practice-based programs in certain areas of mental health, substance abuse, and suicide prevention, and shall post these lists on their websites. Based on the analysis provided by DSHS and TEA, it is assumed that the provisions of the bill can be implemented within existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated. The twenty Regional Education Service Centers (RESCs) would be required to collaborate and post a list of recommended best practices related to mental health issues, substance abuse prevention and intervention, and suicide prevention on each RESC website. There would be some administrative costs to assist with the creation of the list and posting the list on the RESC websites.
