The bill would increase the number of behind-the-wheel instruction hours required in a driver education course from 20 to 30 hours. The bill would prohibit a person under 18 years of age from operating a motor vehicle after midnight and before 5 a.m., unless the operation of the vehicle is necessary for the operator to attend or participate in employment or a school-related activity or because of a medical emergency, or with more than one passenger in the vehicle under 21 years of age who is not a family member. The bill would authorize licensed driver education schools to administer the highway sign and traffic law portions of the driver's license examination. The bill would also authorize licensed driver education schools to use electronic means to administer the highway sign and traffic law portions of the driver's license examination. This analysis assumes that any additional costs could be absorbed within existing resources. Local Government Impact School districts which offer driver education courses would be required to increase the required hours for behind-the-wheel instruction from 20 hours to 30 hours.
