The bill would amend the Health and Safety Code as it relates to the licensing and regulation of emergency medical services providers and a moratorium on the issuance of emergency medical services provider licenses. The bill adds a licensure provision requiring emergency medical services provider applicants to hold a letter of approval issued from a local government entity.The bill adds provisions related to emergency ambulance transportation providers including requiring providers to provide the Department of State Health Services (DSHS) with letters of credit and a surety bond. Additionally, certain providers would be required to provide a surety bond to the Health and Human Services Commission (HHSC). Under the provisions of the bill, DSHS would be required to submit a report no later than December 1 of even numbered years to the Governor and the Legislature on license and regulatory actions on emergency medical service providers. It is assumed that the provisions of the bill can be implemented within existing resources at DSHS and HHSC. Local Government Impact No significant fiscal implication to units of local government is anticipated.
