LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION May 23, 2013 TO: Honorable Joe Straus, Speaker of the House, House of Representatives FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB3593 by Burnam (Relating to the determination that a voter is deceased.), As Passed 2nd House No significant fiscal implication to the State is anticipated. The bill would amend the Election Code to require certain actions to be taken by the Secretary of State and affected counties based upon the determination by the Secretary of State that a voter is deceased, given certain criteria provided by provisions of the bill. The bill would require a registrar to take certain actions if the registrar has reason to believe that a voter is no longer eligible for registration. The Secretary of State indicates the provisions of the bill could be implemented within existing resources. This bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013. Local Government Impact No fiscal implication to units of local government is anticipated.
