The bill would require the Texas Commission on Environmental Quality (TCEQ) to adopt rules not later than December 1, 2014 to minimize emissions of air contaminants resulting from activities associated with the drilling or reworking of oil or gas wells. Assuming compliance with the new TCEQ rules on emissions from drilling and reworking oil and gas wells could be implemented through existing investigation requirements, this estimate assumes that the any costs the TCEQ would incur in implementing the provisions required by the bill would be absorbed through existing resources. Thus, no significant fiscal implications are expected as a result of the bill's passage. Local Government Impact No significant fiscal implication to units of local government is anticipated.
