A BILL TO BE ENTITLED
AN ACT
relating to the regulation of emissions of air contaminants from
the drilling or reworking of oil or gas wells.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter B, Chapter 382, Health and Safety
Code, is amended by adding Section 382.0202 to read as follows:
Sec. 382.0202. OIL AND GAS WELLS. The commission shall
adopt rules to minimize emissions of air contaminants resulting
from activities associated with the drilling or reworking of oil or
gas wells.
SECTION 2. Not later than December 1, 2014, the Texas
Commission on Environmental Quality shall adopt rules under Section
382.0202, Health and Safety Code, as added by this Act.
SECTION 3. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2013.
