                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            April 15, 2013      TO: Honorable Dan Branch, Chair, House Committee on Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB360 by Krause (Relating to withholding state funding from a public or private institution of higher education that requires student organizations to allow student participation regardless of status or beliefs.), As Introduced    No significant fiscal implication to the State is anticipated.  Under provisions of the bill, an institution of higher education or private or independent institution of higher education may not receive any state funding for a fiscal year following a year in which the institution requires a student organization, including a religious student organization, to allow any student enrolled at the institution to participate in the organization, regardless of the student's beliefs or status, including race, gender, and sexual orientation. Provisions of the bill would be implemented within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
