The bill would amend the Government Code, Chapters 2051 and 2158 to require governmental entities to use the advertising medium for an advertising campaign reaching the largest number of people and permit those entities to use their websites to fulfill publication requirements. The requirements added by the bill apply only to a contract for which an invitation for offers, request for proposals, request for qualifications, or other similar solicitation is first published or distributed on or after the effective date of this bill. A contract for which an invitation for offers, request for proposals, request for qualifications, or other similar solicitation is first published or distributed before the effective date of the bill is governed by the law in effect at the time the invitation, request, or other solicitation is published or distributed, and the former law is continued in effect for that purpose. The bill would take effect September 1, 2013. Based on the information provided by a sampling of state agencies, it is assumed any costs or duties associated with implementing the bill could be absorbed within current resources.
