The bill would amend Section 228.013 of the Transportation Code relating to the responsibilities of a committee required to determine the distribution of financial risk, method of financing, and the tolling structure and methodology for certain toll projects in which a private entity has a financial interest in the project's performance. The bill would prohibit the Texas Department of Transportation (TxDOT) from substantially modifying the scope, terms, or contract schedules determined by the committee for certain toll projects without committee approval of the proposed modification. TxDOT indicates that additional procurement time could result from TxDOT obtaining necessary approval from the committee before initiating any major changes to the scope, terms, or contract schedules of certain toll projects. It is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
