                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 10, 2013      TO: Honorable Judith Zaffirini, Chair, Senate Committee on Government Organization      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3674 by Muñoz, Jr. (Relating to eligibility of municipalities to participate in the historic courthouse preservation and maintenance programs administered by the Texas Historical Commission.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code to add buildings that previously functioned as official county courthouses and are owned by a municipality, private, nonprofit or tax-exempt corporation as eligible entities for the Historic Courthouse Preservation Program administered by the Texas Historical Commission. It is assumed that the Historical Commission would need to update agency rules, guidelines, and grant applications; however, it is anticipated that any costs associated with the bill could be absorbed within existing resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take September 1, 2013.
