The bill would require that the Texas Commission on Environmental Quality (TCEQ) and Texas Southern University (TSU) jointly conduct a study regarding air quality in this state. TCEQ and TSU would be authorized to contract with any appropriate person to assist in conducting the study. Not later than the first anniversary of the date the study is completed, TCEQ would be required to report the results of the study conducted to the Lieutenant Governor, the Speaker of the House, and the standing committees in the Senate and the House of Representatives that have primary jurisdiction over natural resources. This analysis assumes that the TCEQ and TSU would conduct the required study using existing resources. Therefore, no significant fiscal implication to the state is expected as a result of the bill's passage. Local Government Impact No significant fiscal implication to units of local government is anticipated.
