Kolkhorst, Chair, House Committee on Public Health      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3687 by Naishtat (Relating to the provision of and funding for certain primary health care services.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 31 of the Health and Safety Code relating to the provision of and funding for certain primary health care services. The bill would redefine services to be provided through the primary health care services program. The bill would require the Department of State Health Services (DSHS) to adopt rules related to the new program definitions and covered services.  The bill would permit DSHS to authorize approved providers to charge a copayment for certain services. Based on the analysis provided by DSHS, it is assumed that the provisions of the bill can be implemented within existing resources.
