RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3758 amends the Local Government Code to require a municipal management district, within 14 days of a written request, to make available for investigation, during business hours, the district's relevant books, records of account, and minutes. EFFECTIVE DATE September 1, 2013.
