The bill would amend Chapter 521 of the Transportation Code relating to requirements for the issuance of a driver's license or personal identification certificate. The Department of Public Safety has determined that the bill would not result in a significant fiscal impact to the State. The changes in law made by this Act apply only to a driver's license or personal identification certificate for which an application is submitted on or after the effective date of this Act. A driver's license or personal identification certificate for which an application was submitted before the effective date of this Act is governed by the law as it existed immediately before the effective date of this Act, and that law is continued in effect for that purpose. The bill would take effect on September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
