RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3866 amends the Special District Local Laws Code to increase from 13 to 15 the number of directors on the board of directors of the Fort Bend Subsidence District and to require the board of directors of the North Fort Bend Water Authority, as soon as practicable after the bill's effective date, to appoint the two additional directors. The bill provides for the staggered terms of all 15 directors. The bill establishes that the Fort Bend Subsidence District retains all the rights, powers, privileges, authority, duties, and functions that it had before the bill's effective date.
