       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The Tarrant Regional Water District, a water control and improvement district, has been governed by a five-member board of directors since its creation several decades ago. While district directors have historically been elected to four-year terms at elections in May of each even-numbered year, based on statutory authority in the Election Code, the district board of directors recently moved its directors' election to odd-numbered years.    H.B. 3900 seeks to update the district's governing legislation regarding these changes.   H.B. 3900 amends current law relating to the board of directors of the Tarrant Regional Water District.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Chapter 268, Acts of the 55th Legislature, Regular Session, 1957, by adding Section 1A, as follows:   Sec. 1A. (a) Requires the Tarrant Regional Water District to be governed by a board of five elected directors.   (b) Provides that directors serve staggered four-year terms and until their successors have qualified.   (c) Requires the appropriate number of directors, on the uniform election date in May of each odd-numbered year, to be elected.   SECTION 2. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.   SECTION 3. Effective date: upon passage or September 1, 2013.
