The bill establishes that the districts retain all rights, powers, privileges, authority, duties, and functions that they had before the bill's effective date and that the districts may continue to rely on any bond election held before such date. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date. EFFECTIVE DATE September 1, 2013.
