       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Williamson County Municipal Utility District No. 21 was given a confirmation election date deadline of September 1, 2013. However, due to economic conditions, the development was not ready to move forward. H.B. 3932 simply changes the election date to September 1, 2017, so the development may get underway.   H.B. 3932 amends current law relating to the period for confirmation of the Williamson County Municipal Utility District No. 21.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 8132.003, Special District Local Laws Code, as follows:   Sec. 8132.003. CONFIRMATION ELECTION REQUIRED. Provides that, if the creation of the Williamson County Municipal Utility District No. 21 (district) is not confirmed at a confirmation election held under Section 8132.023 (Confirmation and Initial Directors' Election) before September 1, 2017, rather than before September 1, 2013:   (1) the district is dissolved September 1, 2017, rather than is dissolved September 1, 2013, except that any debts incurred are required to be paid, any assets that remain after the payment of debts is required to be transferred to Williamson County, and the organization of the district is required to be maintained until all debts are paid and remaining assets are transferred; and   (2) this chapter expires September 1, 2020, rather than expires September 1, 2016.   SECTION 2. Amends Section 8132.025, Special District Local Laws Code, as follows:   Sec. 8132.025. EXPIRATION OF SUBCHAPTER. Provides that this subchapter expires September 1, 2020, unless the creation of the district is confirmed at a confirmation election held under Section 8132.023 before September 1, 2017, rather than this subchapter expires September 1, 2016.   SECTION 3. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.   SECTION 4. Effective date: upon passage or September 1, 2013.
