                    BILL ANALYSIS             H.B. 407     By: King, Phil     Higher Education     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Legislation enacted in the 1990s assigned all of the community colleges in the state to various district service areas. Interested parties observe that only a handful of counties were left outside of a district service area, one of which was Hood County. H.B. 407 seeks to assign Hood County to the service area of the Weatherford College District, which would allow Weatherford College to assess a property tax to pay for new building projects in the county if approved by county voters.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 407 amends the Education Code to add the territory within Hood County to the service area of the Weatherford College District.       EFFECTIVE DATE    September 1, 2013.
