Interested parties contend, however, that some counties lease vehicles for public transit purposes and that state law does not allow a county to lease advertising space on a vehicle that the county does not own. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
