                    BILL ANALYSIS             H.B. 477     By: Harper-Brown     County Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Under current law, the commissioners court of a county may adopt a procedure by which the county may lease advertising space in or on a county-owned building, on a county-owned vehicle, or on an official county website. Interested parties contend, however, that some counties lease vehicles for public transit purposes and that state law does not allow a county to lease advertising space on a vehicle that the county does not own. H.B. 477 seeks to address this issue by authorizing a county to lease advertising space on leased vehicles with the vehicle owner's consent.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 477 amends the Local Government Code to authorize the commissioners court of a county to adopt a procedure by which the county may lease to another entity advertising space located on a vehicle leased by the county, with the vehicle owner's consent.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
