                    BILL ANALYSIS             H.B. 535     By: Davis, Yvonne     State Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    To the greatest extent possible, state agencies purchasing goods give preference to certain goods produced or grown in Texas and will give such preference to other states in an effort to ensure that state spending benefits Texas and U.S. citizens. H.B. 535 seeks to expand state purchasing opportunities in support and promotion of the purchase of Texas goods or goods offered by Texas bidders.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 535 amends the Government Code provision requiring the comptroller of public accounts and all state agencies purchasing goods to give preference to goods produced or grown in Texas or offered by Texas bidders to include in that preference goods manufactured in Texas and to require the comptroller and all state agencies purchasing goods not only to give preference to but also promote the purchase of goods manufactured, produced, or grown in Texas or offered by Texas bidders.        EFFECTIVE DATE    September 1, 2013.
