Kolkhorst, Chair, House Committee On Public Health      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB588 by Craddick (Relating to the regulation of the practice of physical therapy.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Occupations Code relating to the regulation of the practice of physical therapy. The bill would allow the Executive Council of Physical Therapy and Occupational Therapy Examiners (ECPTOTE) to set a late fee for individuals with licenses expired for 90 days or less that does not exceed half the fee of the examination for the license, and create a reinstatement fee and requirements for individuals with licenses expired for one year or longer. The ECPTOTE would also be required to set fees and requirements relating to the renewal of an out-of-state physical therapist or physical therapist assistant license. The ECPTOTE would be required to adopt rules and fees for licensees described in the bill not later than December 1, 2013.  Based on information provided by the ECPTOTE, Comptroller of Public Accounts, and the Office of the Attorney General, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
