                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            February 28, 2013      TO: Honorable Gary Elkins, Chair, House Committee On Technology      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB678 by Sheets (Relating to the use of a wireless communication device to provide evidence of motor vehicle financial responsibility.), As Introduced    No significant fiscal implication to the State is anticipated.   The bill would amend the Transportation Code to provide a motor vehicle operator with the option of providing evidence of financial responsibility in an electronic format displayed on a wireless communication device. It is assumed the costs, if any, of implementing the bill could be absorbed within existing state agency resources.  The bill would take effect immediately upon enactment, assuming it received the requisite two-thirds majority votes in both houses of the Legislature. Otherwise, it would take effect September 1, 2013.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
